Yes, it is. But it seems the owner is restreaming with x-stream platform, instead of using the db webinterface.

If all you want is to find out all the available channels, it could be done via batch script

Here is a useful script, but it's too late for the link above because is expired.
So feel free to use the script whenever you find another active xstream (and be quick, as demo xstreams expire in 24 hours!):
where IP ADDRESS:PORT are the xstream address and port,
and PATH is the iptv path

I think it depends on the playpath folders selected by the streamer in the iptv panel. With "path" I simply meant everything between the ip address and the streamed file (like the app of rtmp files) 
For example, in http://62.210.87.116:8883/live/skype/dreambox125/197.ts, the PATH is "live/skype/dreambox125".
Once you have all these parameters, you can use the script to get the m3u playlist.
