To find an Indian tvheadend working decently is not possible: Indian internet connections are too slow for tvheadend channels.
Besides, tvheadend (differently from dvbveiwer) doesn't offer the re-streaming option at low quality.
This fact inevitably penalizes the Southern countries, where internet upload speeds are generally not higher than 1 mbps.
So if you ever find an Indian tvheadend, you'll be able to use it only for collection, because no channels will run smoothly

In this very isolated case, I think it's the transcoding profile to have been properly adapted to the slow speed, and probably the ip owner has been so generous to check all the streaming options boxes for the not verified accesses, so that everyone can add and customize other streaming profiles for the transcoding.
I also believe that only the latest versions of TVHeadend (2014) may include the profile streaming option.
And even these latest versions often appear without the profile streaming tab, because owners usually leave a minimalist interface setup for the not verified default accesses.
The result is that most of tvheadends accessible without login do not have any customized profiles of transcoding (on some of them, you won't be even able to find the "configuration" tab).
On DVBViewer - instead - low quality transcodings are always available because they are loaded by default and visible automatically on the interface without further and confusing levels of restriction.

Notice: very minimalist set up, and no chance of transcoding. But the positive side in this case is probably the safety, because when no settings are visible, there's no easy chance of hacking by external users.

| After some further inquiries, I found out a few other interesting things about transcoding on tvheadend.
What I found reinforces my belief that an optimal configuration of tvheadend is still pretty complicated and can be performed only by the smartest and the most careful users.
In the morning, I have tested the interface of a recent version of tvheadend with the Stream Profiles tab.
In spite of that, I was not able to set up any low quality profiles, because I found out that in order to do so the owner will need to re-compile tvheadend, by enabling libffmpeg-static:
Htsp, matroska and pass are enabled by default, but they can't be used for low quality streaming, as they don't allow codecs and video resolution changes.
What is needed, instead, is webtv-vp8-vorbis-webm (WEBM /Builtin profile).
This new streaming profile will appear only if you recompile tvheadend by enabling libffmpeg-static:
Personal conclusions: in my opinion, tvheadend developers should simplify something in the next versions, otherwise only a very few users will be able to customize this program properly.. and that will be surely a pity.
