The internet upload speed of Morocco, Algeria and Tunisia is so bad as in South Italy.
Good upload speeds for Middle East countries are the ones of Netdirekt A.S. (Turkey), Cizgi Telekomunikasyon Hizmetleri Sanayi Ve Ticaret Limited Sirketi (Turkey), Netvision (Israel), Hot-Net internet services Ltd. (Israel), Bezeq International-Ltd (Israel), Smile Communications LTD. (Israel) and Pars Online (Iran).
But, as the Middle East and the South of the Mediterranean area are still exposed to internet censorship, economic misery and cultural backwardness, you'll surely notice that these providers have only a very few db ips.
The best thing to do - in my opinion - is turning to North European providers (for example from Sweden, Belgium or Netherlands), and scanning patiently their hundreds of useful ips, because some of them surely have active Arabic channels at full speed.
