If you have MAG device or installed STBEmu on your android or computer, you punch in your provider info (stalker portal) and device MAC address and they send you channels. That is case when you pay for service. On STBemu you can watch channels if you have stalker portal address and valid MAC.
On the other side, over xtream code your provider sends you m3u list (example: http://stb.first-class-portal.com:80/get.php?username=***&password=***&type=m3u) which can be played on VLC or other players.
Most providers do both ways now. So, you can generate m3u line from MAC. To find out way to do it, scroll forum and ask google.

I thought there were advantages with the Mac list, bypassing the block to just one user or other things. So nothing changes Mac m3u.
