Let say , if i get a Germany/Italy/Poland Openwebif or dreambox and i have download some of the channel on the website.
Then , when start to play the stream sometimes it buffer alot and sometimes it is fast.
So if i switch my IP to the Germany/Italy/Poland ip by using VPN could it improve the speed of buffering?
Absolutely not, unless your ISP shape on purpose the internet traffic by delaying the speed on some ports. Only in this specific case, it's recommended to use VPN. Otherwise, you won't have any speed benefits.

So haben wir das bei uns gemacht da wird die ip usw gesperrt dann kommen die spinner nicht mehr rein. Dann ists egal ob er mehrere Namen hat
Leider kann man auch IP ändern...

Let say if i get a openwebif IP and it is working.
How long does it will stay active? because some of the openwebif that i scanned dissappear after 2 weeks.

It depends on two factors:
1) How long the owner will decide to keep one's receiver on (that is not in deep stand-by)
2) How long the ISP keeps an ip before changing it.
The first point obviously cannot be foreseen.
The second point varies according to the ISP policy. Some ISPs keep ips for a very long time (it's case of Cablecom UPC, Rogers Cable Canada, LG Powercomm Korea etc), others change ips very quickly (Virtua Brazil, Algerie Telecom etc).

I have scanned many UK IP's and i have get some speed ips and slow ips but my question is why im not able to play channel like SKY SPORT 1 HD ?

Countries with the best speed (and less exposed to censorship): Sweden, Norway, Finland, Austria, Germany, Belgium, Ukraine, Russia, Poland, Hungary, Romania, Czech Republic, Portugal, Louxemburg.
Countries with the worst speed (and more exposed to censorship): Italy, Tunisia, Morocco, Egypt, Algeria, Saudi Arabia, Brazil, Venezuela.
