Nowadays, more and more countries are getting internet providers with interesting upload speeds.
Even Iran, Turkey, Greece and Macedonia have improved the upload bandwidth. You just need to choose the best provider for those countries. In many cases, the upload speed is good but not excellent, so you will notice some lags in the streams.
The only European country with disastrous upload rates (whatever is the isp considered) is Italy.
In fact if you test the streaming from whatever Italian ip, you will notice that the buffering is so slow that often the stream will crash without displaying a single frame (which is a much worse situation than with the lags above mentioned).
All Italian internet connections are nowadays characterized by decent download speeds, but totally ridiculous upload rates.
It's the result of the Italian internet policy, which doesn't invest in the technologies that would grant upload rates comparable with the other European and Asian states.
No surprise if an Italian living in Friuli Venezia Giulia, for example, will experience with Telecom Italia upload speed rates much lower than a Slovenian connected with Telekom Slovenia (Siol) and living only a few kilometers of distance far from Friuli.
True, I live in Italy and the political class has no intention of investing it in broadband it for many other things. Something is improving with the fiber telecom FTTS, you have 30 megs download and upload in real 3 MB. Fastweb also has a good upload

| Just trying to spot the best upload speed rate for Enigma 2 streaming... From the various observations, I think it can be around 4-5 mbps.
If Fiber Telecom provides 3 mb, that's decent but I'm afraid would be still not enough (especially with Openwebif, it could produce the same type of annoying lags described by vvaz24).
For Italian users fond of E2 streaming, internet via satellite can be an interesting and underrated alternative.
Opensky Tooway say to offer a maximum upload rate of 6 mbps. If this speed rate is also effective, it might be an option:
Prices seem decent too.
The real issue, in this case, is the monthly data traffic limit (10 giga, 25 giga and 40 giga depending on the chosen plan).

| Found out the first Italian ip with an excellent speed...
Obviously I won't reveal it for a series of reasons, but what I found proves that the most promoted and commercialized Italian ISPs (Telecom, Fastweb, Vodafone, Tim etc.) actually do not offer yet the best quality services.
To try the best quality internet connections in Italy, you need to focus on the smallest and the most unknown isps located in the North (Lombardia), and offering the real optic fiber with upload speeds of 10 mbps.
I tried out an ip belonging to one of these isps, and the quality of streaming was definitely comparable to T-2 Slovenia.

It's very difficult to find enough speed for HD, especially in Italy.
But what you say allows me to remember another good point for my theory.
As a matter of fact, if you mean Sky you can have a rocket speed line...but you won't see anything... 
Simple reason: SKY cards (HD) don't work anymore on Dreamboxes and similar.
Only a few 0919 cards still working...but you have to be very lucky to find someone...

Unfortunately I can't reveal anything about Italian stuff streaming. It's too risky, because of the heavy (and in my opinion exaggerated) mediatic censorship existing in my country: a few months ago, Italian police were even ordered to blacklist V-Kontakte (my favourite social network), for the only reason they found on their servers a Christmas movie co-produced by Silvio Berlusconi!...
This kind of censorship almost reminds me of Middle-East countries, when they ban social networks for offending religion.
The only difference - compared to Middle East censorship - is that in Italy they blacklist whole sites when they find a copyrighted content (or simply when they find the mention to a copyrighted stuff).
I can only say that it's very difficult (although not impossible) that Italian connections work well with Enigma 2 streams, because Enigma 2 needs at least 4-5 mbps of upload speed, while the most popular and widespread Italian connections can reach a maximum speed of 1 mbps.
But some North Italian internet providers (unknown to most people for being not commercialized and for having a restricted geographical coverage) seem really able to provide fiber optic with the same upload speed rate as North European countries.
