It's because not all of them have enough upload speed, especially for HD.
If you need a decent streaming, first of all avoid to try ips from Southern European countries, such as Italy, Malta, Greece, Macedonia, Cyprus.
Then turn your attention to Northern and Central European countries, which invest in internet quality and freedom, and select their best fiber optics/cable providers such as UPC, Ziggo, Telenor, Brutele SC, Iceland Telecom etc.
Bosnia, Slovenia and Croatia are starting to invest in a real high speed internet quality. The situation is still not excellent, but I think will improve soon thanks to the efforts of UPC, T-2 and B.net Hrvatska.
Instead Italy is a total disaster, because its providers are too subjected to the heavy pressures of mass media marketing strategies and censorship. Providing supersonic upload speeds is probably considered strategically unconvenient and expensive for Italian companies: as most Italians use the internet to connect on Facebook,Whatsapp and Youtube, Italian internet providers simply focus their attention in granting the best performance for these highly popular and ultra-promoted applications.
In Italy, the other aspects of the internet potentiality - as for example the necessary upload speed to watch set top box channels on computers - seem not considered or underrated on purpose.
